What Does the following chest X-ray Indicate? 

Aloha! My wife recently had an exam: DYSPNEA
Chest: PA and lateral views of the chest are presented and demonstrate hyperinflation indicating obstructive pulmonary disease. There is no consolidating infiltrate, effusion or pneumothorzx. Peribronchial cuffing in both lungs is noted indicating chronic bronchitic change without significant alteration from the 5/21/2011 exam. The pleura, hila, mediastinum and diaphragms are unremarkable. The cardiac silhouette is normal in size and configuration. There is minimal tortuosity of the aortic arch. Bony structures are osteopenic but appear intact.

Impression: There is Hyperinflation indicating obstructive pulmonary disease with chronic bronchitic changes but no airspace consolidation or substantial interval change from the preceding study. In short, what's meaning of all this.

Obstructive pulmonary disease could be asthma or COPD (Chronic obstructive pulmonary disease) and Chronic bronchitic changes suggest recurrent mucosal inflammation.
The x ray goes in favour of COPD and it is to a life threatening condition.
Only thing is quality of life is affected.
I will suggest you to meet the expert, a chest physician with the x ray report to plan for the treatment along with proper history details of your mother. He may ask her to undergo spirometry to pin point the diagnosis.
